To be charitable, perhaps they find it so hard to reject others they think it's "better", simpler, to just ignore them?

Too many possible answers.

Maybe the person sending the text…

…changed his/her mind and didn’t have the courage to say it

…physically lost the phone and no longer was able to text the other person 

…sent the text as some kind of dare or prank, without actually considering what impact it might have on the other person.

I’m sure I could think of other possibilities, but these are the three that sprang to mind after reading your question.
